Can anyone tell me about this 1950s black panther planter/lamp?

Rusted, circular, and dense metal object with gears found near “Hot Stuff and General Andrews Memorial” on the mountain Fagradalsfjall, on the Reykjanes Peninsula in Iceland. 8–12 inches tall and was found near a memorial for a B-24 bomber crash that happened in 1943.
