Internet Man vs. Kentucky state government
A person with complete and total access to every nook and cranny of the internet makes it their goal to completely either A.) dismantle or B.) take over the state-level government of Kentucky. A mere change in leadership is not enough for them--they must either have complete control (officially or unofficially) or destroy enough of the bureaucratic apparatus that local administration is thrown into absolute disarray, so much so that even federal intervention is unable to restore complete order.
Their supernatural abilities entail all admin privileges to all websites, local networks (assuming they're using a computer that is on said network), and permissions for all data on any web applications otherwise. This imperative compels them to complete their task whilst not physically leaving the borders of their prospective conquest. Our agent has no time limit (other than that of their natural lifespan) to finish the job. They're subject to all federal and state regulations, and are a legal resident of the United States and Kentucky. If caught, they are guaranteed to be convicted and sentenced to life imprisonment with no possibility of parole.
Round 1: The Kentuckian government has no access to the identity, whereabouts, abilities or any other information of this insurgent.
Round 2: An anonymous tip is sent to the Kentucky government with all the information entailed in this post i.e. that someone with weird Internet powers will seek the toppling of the administration. Their identity and whereabouts are released by the next state-level general election cycle (Nov 3, 2026).
Bonus Round: Bloodlusted and with complete information on our agent's identity and abilities from the get-go, the Kentuckian government (all the people officially employed thereof) seeks to mount our agent's head on a pike to display at the door of the Kentucky Capitol. However, our agent is given the additional capability to access every files that exists on every machine that is connected to the web.
Can our Internet Man become the conqueror of Kentucky? How, in this hypothetical scenario, should they go about plotting the downfall of their home state?
