how deal with noisy neiborhood?

This dude is the most annoying human being. He rents the room next to mine. He goes to college or something, but I rarely see him leave the room. He plays guitar 24/7 and it is the worst guitar sound I have ever heard, everytime he sing it sound like a cow get stab. I usually wake up late on Sundays, but his guitar sound makes it impossible to sleep now. Not only that, he sets his alarm at 4:00 and he lets it ring until 7:00. There is no way a human can sleep with that noise. I tried to complain about the noise to the landlord and he stopped his guitar for two days and then started again, more noisy than before. It looks like he is trying to mess with me. And his alarm changed to 1:00! Yeah, every night I have to hear that sound for one hour straight. I have no idea how to deal with this dude now. I am saving money to leave this place, but I still need some time. And before that happens, I have to live near this noisy creature for a while.
