Are these salvable?

Hi guys, I got these 2 done together a year ago and they healed well on the inside, no bleeding recently nothing, I've had the irritation bumps on the back the whole time, they sometimes manage to go down if I apply cream, but they always pop back up, I've visited a reputable piercer many times. They game the cream the first times, changed it to the straight titanium one I currently have, also put silicon pads and titgher studs to flatten it. Nothing definite worked, so now I'm wondering do I give up? Are these keloids by now? Should I just take them out?

PS I noticed through other scars on my body that I have a tendency to heal scars in a bad slow way, not to the point of big keloids but almost.
