Can someone explain the upcoming ark passive changes?

Does anyone know if the revamped system will make it possible to access late ark passive levels earlier than now? I can't afford pushing an alt to 1680 unfortunately, but something like 1660/70 would be totally fine.

Reason: I recently started to consider a sixth T4 character.

Of my existing characters I enjoy EO Soulfist the most but she is supposedly not recommended as an alt since 1680 is needed for optimal gameplay.
