What time is the freezing rain/sleet supposed to start?

I keep seeing so many different forecasts for this mess. Different totals, different times, everything. And not off by a little. I saw one that said 15 in of snow and another one that said 4 in.

My main concern though is the freezing rain and ice. That will be what knocks out my power. Does anyone have any idea when that is supposed to start?

I'm also curious. If the power lines have snow on them would that stop the freezing rain from coating the power line and just form a crust on top of snow?
