Is this bracket ok?

Just seems to be staying a bit weird and the wire is not in the middle of the square, looks like its pulling on the elastic. Is it ok or not?

I had the bottom braces for 6 months and only got the upper braces yestarday. I also wanted to ask, that just now I realise the bottom elastics are in an 8 shape but the upper ones not, why is this?
