Content File Locked

I was minding my own business and when i checked my steam client, this happened: "CONTENT FILE LOCKED".

I never got this problem before, i had other games updates that worked fine, but not this one.

The few facts:

• The update is actually downloaded, but can't be installed.
• Restarting steam did nothing.
• Rebooting the computer did nothing.
• Deleted the whole patch directory and re-downloading did nothing.
• I have a symbolic link between "\Steam\steamapps\downloading" and another hard drive for space issue, the steam client and the games being on a SSD and the downloading directory not.
• I have not yet tried to delete and re-download the entire game, because reasons.

Any ideas, do i have to delete?
