Whos worse crime wise?

Two very similar characters both in personality and in criminal offenses. But who's committed the worse crimes?

I know the obvious answer would be Toffee but comparing them Silco does seem to have more on his list. I am gonna go ahead and say Toffee probably has committed worse crimes than Silco but I also wanna hear other people's opinions / views on it.
