Moving scam - what should I do

A month ago, I paid a deposit to a moving brokerage company. They matched me with a local moving company for an interstate move (first mistake). Since getting the deposit, the brokerage has ignored all calls/emails/texts from me. The moving company arrived later than I was promised and ended up quoting me an additional $700 because I had larger items. There were two Ukrainian guys who didn't speak English. When I requested a Bill of Lading for the move, they quickly put something together and had me sign. Upon rereading the contract after the fact, I realized I was asked to sign the line where it says my goods were delivered (second mistake). After they were done, they told me it would take about a week for my things to arrive to my new home in a different state. It has now been over two weeks and no one has responded. I have threatened the company with legal action, but they are still unresponsive.

In our contract, they technically have 30 business days to deliver the goods, but I am trying to at least get an estimate of the delivery time frame, which I have not received. I am now trying to scare them into being a little more responsive but am not sure how effective this is. The worst part of all is that I got the name of the local movers (after deposit was paid to brokerage company) and did a google search, I found out a lot of people had items arriving late, broken and/or missing (as much as half of their belongings).

I want to know what my options are now, so that I can minimize these issues down the road, as well as any tips/strategies on how to get this company to cooperate. Do I file a complaint with the DOT now? Call the police? Prepare for an arbitration? Prepare to go to small claims court if my items arrive damaged? What documentation do I need?

If anyone has been in a similar situation, please advise on how you handled the situation. I'm beginning to lose a lot of hope.
