Is my PC toast?

I was trying to replace my CPU cooler (PC worked fine before), worked successfully for a minute until I try and put it under load and then it shuts off. Whenever I power it on, the CPU light flashes on for a split second and then it powers off. Without a CPU the motherboard still turns on. I looked at the socket and I saw that. Is it fried??
