Blastoise Drop Event Frustration

Okay y’all, idk what’s going on lol. The day the new Blastoise drop event came out I finished every single battle task for it and since then I’ve played a ton more times. No matter how many times I play though I never get the Blastoise full art card in the promo pack prize (I have like 25 evee cards now tho🥲👍). Am I doing something wrong or am I just having atrocious luck??? During the Venusaur event I pulled the full art card like 4 times, did they make the chances lower in this event or something? It’s driving me insane 😂
