Why doesn't California have a water reservoir for fires?

Considering how often there's fires in the state, I can't imagine cities not having ample water supply or even fire deterrents to help with fires.

Large fires are harder to put out, but having that added help would be better than nothing.

If there's officials that cut funds or refuse help, then that's understandable as to how it's always so bad.
