Upcoming neighborhood - House

What are some upcoming neighborhoods in San Diego that is worth investing? Ideally house pricing is below $1M for 3+ bedroom!

We like Rancho areas but the average looks like 1.3M that too for construction before 90’s. Kinnda feel like not worth it but again need some input !
