Should I fix this myself?

I was driving pretty foolishly lastnight since nobody was on the road due to the snowy conditions. I crossed over the divider of a two-way highway covered with snow, not realizing how high it actually was and scratched up the bottom of my car pretty bad.

After starting to drive in the morning, I could hear something dragging on the floor. I looked under and saw this.

Can I simply tape that back up with some quality tape? Is it likely that I damaged other things that should be looked at ASAP?

Also, how much should I expect an honest mechanic to charge for this if I brought it to them?

Low budget, so willing to wait if it’s nothing serious. Thanks!

(P.S., 98 Camry, 200k miles, still drives great.)
