is there any scenario where Dual Wield augument isn't straight up trolling?

I don't think I've seen a single game where champion who took dual wield didn't actively destroy himself a game. Even on champions that are theoretically made for it (Belveth, Master, etc.) it visibly lowers their damage output. a prismatic augument that is straight up net negative even on champions that it was made for, I literally can tell that person doesn't play arena regularly if they take it.
