What was the meaning of these statements from Phreak

Phreak said in his video that ,,Irelia is in a pretty good state rn“ and that ,, they could nerf her in the future if she becomes too oppressive“ which is completely ridiculous. 1. Irelia is in one of her worst states rn and this is shown by her very low pr (~2-3%) 2. Irelia still has a super weak laning phase for a top laner and doesn’t scale at all and still can’t carry a game like jax 3. All of Irelia‘s items got nuked and she almost has no good items she can build 4. Nothing Riot has done in the past months has really addressed her problems

So how exactly is Irelia in such a good state that she might get nerfed if she becomes much stronger according to Phreak???
