Is CJL still offered by IGNOU?

I want to do a certification in Japanese language and I tried getting admission in IGNOU for that. I made my ABC and DEB ID for that and started the process. When it came to courses, the CJL was not found, but when I googled it, it was found and the web page was active.

I tried contacting IGNOU through all the contact numbers but no response. (One number was shown invalid). I sent an email to the concerned person few days back but still no reply.

I just want to know, if IGNOU still offers the CJL so that I get a clear confirmation and if it's not offered, I see other alternatives.
