CTC before house is finished

My new build is scheduled to be completed on September 30th. I’ve already gone through underwriting and received a conditional approval. One document requested on my end and a pending appraisal on their end. I was under the impression people don’t get the CTC until right before they close. What does having a CTC about 2 months prior to closing mean ?
