How to reduce amp hum/buzz?

My amp buzz is super loud. It overpowers my music and it makes playing very difficult as it's harder to discern the tones. I have an active bass so I thought it could be related to that, but when I connected my amp to my record player, the buzz still overpowered the music so it's either the amp or my power outlet.

The sound it makes is just a constant buzz.

Any tips on reducing the sound?

[Edit: my amp is pretty cheap and it's a small amp too. It's a borne impact bass cb30 15W bivolt amp. It was very affordable but I wanna see if I can make improvements before I just get a nicer amp]
