Terpenes Results

Someone help me understand terpene ppm results. If it says 13000 ppm does that always mean 1.3 terps or am I missing something? Talk to me like a beginner whoever knows this answer. I ask because a breeder (will remain unnamed) published a lab result of terpene ppm and THC. According to my math the terp percentage would basically be 1.3 which doesn't seem high but the bud is killer big time. Most dispensary bud is 2 or over. Thanks ahead of time for any answers
