The last mercenary

I’ve done all the quests and just hanging out in Greece everyday for a 3-4 hours within 2 weeks and the last mercenary still didn’t come/still unknown. Even on arena. \ Maybe I need to do something to make him haunting me? I’m trying to keep my “wanted” rating always at 5.
