Why is the apartment search process so difficult in NYC?

I just went through the apartment search process for the 4th time in NYC and I don’t understand why it’s so difficult here. I literally had to chase real estate agents with emails and ultimately calling the phone number in their signatures to get their attention. And then I have to chase them even more to confirm a viewing. The apartment I signed was a no-fee but that real estate agent deserved nothing!
