Why are Indian men more outgoing (towards foreigners) than Indian women?

I (27F) have been travelling India for around 3 months now with my boyfriend. Whenever we go out, it feels like we can't sit or stand still for two minutes without random men approaching us for conversations. I don't believe that it's only because I'm a woman - when my boyfriend goes out by himself, he gets approached all the time by men too. Sometimes the men are creeps, try to take pictures of us etc - but more often they just seem curious and want to chat about where we are from/what we are doing in India.

I can count the number of times I've been approached for a conversation by women on one hand. It's really annoying, because I would love to get to know more Indian women while I'm here - but I never get the opportunity. It's just men. ALL the time.

Is it for cultural reasons? Are women discouraged from speaking to strangers, perhaps? Are men and women raised differently in Indian families, leading to different behaviours in adulthood? I would love to hear your opinions on this, because it's been baffling me ever since I got here.
