Horrible 7950x3d performance... Help please

So i recently got a 7950x3d for my bday and the experience has been SO BAD in every way possible. I wonder if i'm doing anything wrong or if i do have to swap anything since tbh i'm so sad about it and honestly p impressed since even my old 5600x was pulling more performance in games and productivity. So idk if anyone has gone thru a similar problem and can help out

64gb ram 5200mhz

r9 7950x3d (temp 85 on stress since my room is p hot)

rtx 3080

850w PSU

So what have i done to fix it? i installed a custom os (it didn't work, back to windows 11 stock), i got the amd drivers for 3d cache (didn't work), i've updated gamebar and put game mode on (doesn't work), i re installed the cpu (no change). The only thing i haven't done is project lasso and ryzen master.

Even windows lags and it's super annoying, idk how to measure productivity other than the editing in 4k is awful but game wise it's even worse. In simple games like league i get 187-100-40 1% lows fps. in cpu bound games like fortnite i get around 200 going all the way down to 78 when i get to a high point in the game and in valorant i lock in the game at 144 and looking at a wall it goes all the way down to 30-40, like looking at a straight wall the fps drop by themselves let alone in like a normal situation they just drop when nothing is happening. all of this in 1080p ALL LOW settings. My 5600x used to run valorant at 240 fps with no issues. I don't get why this cpu costing 700 dollars can be so unstable. I already fresh installed windows, got drivers, flashed bios with the latest stuff, i'm honestly super frustrated. The usage is also weird, when i'm playing or doing anything it's always at 15-20% tops idk y. At this point i regret so much not buying 7800x3d
