Kiwami 1: "Please be careful!" email

Does anyone have any advice on how to get this event to trigger, because I am losing my mind here. I am going off of this information which I found in another post:

This one is frustrating as there isn't a set location where it will appear. You'll need to bump into anyone who looks like one of the regular thugs walking around by himself in town, rather than in a group of 3. There may also be another thug standing around on the side of the street nearby with an angry face. You'll know you've got the right guy because he will engage you in dialogue BEFORE the fight starts, and then Majima will butt in a few seconds later.
This isn't consistent for the ability because he needs to break into the fight using Mad Dog of Shimano style (knife) but since this is shared with a regular Majima encounter there's a chance he'll appear as any other style anyway.

I have been running around Kamurocho for hours now trying to get this to work ... my xp levels are at 9999, I have the run 100km completion point, Majima Everywhere is at SSS, the only other things I have left to do are Mesuking and find Idol Goro one more time, and I'm still stuck .. I have had Majima interrupt a fight one time and it didn't give me the ability because he used the wrong style.

Any advice? Are there any particular areas or time of day this is more likely to trigger, or anything else I should try???
