Is the purple Avatar of Ursol still attainable in game?

Hi, I am wondering if you are still able to get the purple version of the Balance of Power druid bear form. From my understanding I must complete the Balance of Power questline and then the Keystone Master achievement - however I cannot find this achievement in game and I am unsure as to what this means following the changes to M+ key levels, any help as to if this is still able to be unlocked in Dragonflight :)
