It's so frustrating, everything needs levels of approval and nothing gets done

Is it only my company? I try to make an action that needs approval by a supervisor but then the supervisor ignores me or doesn't respond to what I'm saying but then if I don't do the action, I get asked why I didn't do it or if I do, I get asked why I moved without permission. its so so frustrating. all creativity dies between all this back-and-forth and you have to seriously "battle" to get your idea implemented (or even just your basic tasks)
