1000 people with finger guns must destabilise the USA. Can they do it?

1000 people with the ability to shoot 9mm ammo out of their middle and pointer finger if they form a hand gun sign appear. The bullet will act as if it was fired from a glock 19.

These people must cause as much social destabilization as possible until social unrest reaches the level where gangs and street fights become common. This is their wincon.
