Affordable Spring Break camp for nonresident?

I'm originally from France but have lived in DC for the past 5 years. This Spring Break, I'm going to be hosting my 12yo brother (from France) while our mom recovers from cancer surgery/treatment. I'm hoping to sign him up for a camp for at least a few days so I can work and to improve his English/have him spend time with other kids.

I was originally looking into bouldering camps since he loves climbing back home, but they're much too expensive for me. Any recommendations for camps where a non-native speaker will be welcomed that aren't too expensive or offer scholarships to non-residents? Nothing too "acadamic-y" as he has several learning disabilities (plus the language barrier). He loves the outdoors, climbing and track and field.
