Why wasn't Arranessa saved for a "Grand Alliance" DLC?

Just looking through the characters of Dreadfleet, and there were plenty of undead Legendary Lord choices they could have ran with instead of Arranessa, and a whole roster of potential LLs who could have formed a non-undead pirate faction.
