Reinstalled game after 3.1 and no music

Basically title. No mods. I redownloaded the game after 3.1 came out, wanting to try out the new stuff after not playing for a while and now I have no music in the game at all. It is not muted in the settings. It just doesnt work. Has anyone come across a similar issue? Thank you in advance.

EDIT: Also no speech and other sounds are bugged. I have to play a cutscene from the movie viewer to fix this temporarily. Is this a known bug? Wtf.
