Internet basically useless now. Can I put tmobileisp on pause?

I'm going to have to switch after 3 years with tnhi. This masively gowing urban area used to be reliable, with stead 200/20 service but the the disconnects are getting to be frequent and longer. Some days we will drop internet connection over 50 times. Tmobile seems to know that this is an issue and tmhi can no longer be ordered for this address..

Is there a way to put it on pause so I no longer get charged for service, but I can still reactivate later should the service improve?
