Are Wifi calls from International to Home free?

Are Wifi calling calls from outside the US back to the US no longer free? I am pretty sure they were free in the past. Facebook chat says they will be billed at $.25/min now that they are able to charge due to new tecnology.

I'm on Go5G Next if that matters.
