Was Adriana going to let Tony hit?

In the episode were they were playing darts they almost kiss. Was Adriana doing it because she was afraid of saying no, was she actually into it, or what? Doesn’t she tell the FBI Agent she wouldn’t blow or get with Tony under no circumstance?
