How to make the London Fog at home?

I recently got a great London Tea Bags as a gift(very high quality) as I love London Fog. Want to make the best of it and make a great London Fog drink for myself at home. I dont have milk steamer and only option for me as a milk is soy milk. I have sugar free vanilla and lavender powder too. Can you please tell me whats is the best method or technique to make a great London Fog at home?
