Forgot to include real estate taxes because I was at SALT cap, now 1099-G is taxable but shouldn't be, do I need to amend?

I'm realizing I may have messed up in doing my Sched A last year because I only included my State Income Taxes and not Property Taxes. The income tax alone put me over the SALT cap, but I had about $8k in property tax as well.

This year I'm getting dinged for some of state refund received last year. If I had included my state income tax and property taxes on the schedule A it would've zeroed out. Do I need to amend last year's return to add in my property tax or can I just zero it out manually on this return (FreeTaxUSA lets me do this).

The exact verbiage from Line 2 of the State and Local Tax Income Refund Worksheet is;

"Is the amount of state and local income taxes (or general sales taxes), real estate taxes, and personal property taxes paid in 2023 (generally, this is the amount reported on your 2023 Schedule A, line 5d) more than the amount on your 2023 Schedule A, line 5e?"
