Do local governments do anything about stray dog populations?
I know most people here are from Taipei, but the further out you go you'll see that there's an incredible amount of stray dogs. People will travel to the countryside and abandon dogs because the general consensus is "life in the wild is better than life at a Taiwanese shelter".
Are local governments actually tackling this issue or does the issue need to be come dire like it is in Bhutan before it gets dealt with?
