Is every Kryptonian as powerful as Superman?

Let us assume that every Kryptonian was teleported to the surface to earth and became the dominant species. Would Kal still stand out or not? Zod and his crew are often said to be weaker than Superman because they didn't spend as much time under the influence of a yellow sun.
