I think Nazeem was supposed to have more content
Nazeem makes no sense. He's a full named character with his own lines, schedule and path. But he has no other utility than to be smug and pretentious to everyone.
Let me rephrase it: Someone designed his character, someone wrote his dialogue lines, someone voiced him, someone programmed his path, someone decided his social hierarchy... Actual people worked on this character and he literally has no other purpose than to be rude to the player. That's it, that's literally everything he does. And no one in Dragonsreach ever mentions him, wether the jarl or the staff. His sole meaning in life is to be the most annoying character in the whole game.
Like a lot of other stuff in Skyrim (Mage college, dawnguard, civil war...) I think developers just didn't have the time to finish what they originally had for Nazeem. Maybe there was a quest for Dragonsreach involving him or a simple fetch quest, probably involving his farm.
