Grey shade still left on face even after shave. How to fix?

Hey everyone!

This has been bothering me for quite some time now. Whenever I would shave, I would remove the stubble but still be left with a grey shade around the mutton-chops and mustache area (I'm still young and haven't developed 100% area coverage).

I've switched to safety razors because they were cheaper than cartridge ones and I hoped that they would get rid of this greyness, but it still persists. I tried a relatively harsh razor to see if that would do the trick but that didn't work either.

I keep seeing pictures of guys with faces that look as if they were never touched by beard growth at all and I wish to achieve the same level of shave. Could it be just my skin structure? Any advice and answers will be appreciated!
