Cuts or seeds for washers

I’ve done 2 pheno hunts with quite a few good seed company’s and tried picking up clones all for nothing. My best washers are still just my best phenos for flower that I’ve been growing for years. These better strains usually hit the 2-3% range from FF. Does anyone know where I can get better quality cuts. I want something that’s wet in the jar, with good terps over 4%. Seems like a unicorn to me but people say they get 6-7%. Are these bullshit numbers like people that pull 4 a light?
