Quail and brutal summer weather

Anyone else having trouble with the heat? Where i live it was 118 today. Ive been giving my birds electrolytes in the water and frozen water bottles twice a day, but ive still lost 3 hens in two weeks from the heat. I also keep them under shade cloth.
