Ottawa GPA Cut-off

I've seen people state that while the min to apply to Ottawa is 3.5, you need to have a min 3.85 to actually be considered as part of the English Stream. They said they were told this when they called in to confirm, so why does their website not just state this as a strict cutoff rather than the 3.5? :(
