How do you play low/middling pocket pairs from early positions?

Just curious on your thoughts because based on different books I’ve read, people out there play them differently. Some people raise as they would with any pair or premium holding, some limp, some have a cutoff limit (like any pair under 55s/66s, they would fold from EP).

Do you always get in the pot and try to set mine? Do open and fold to a 3-bet or do you call a 3-bet?
