Pokestop near my apartment became a gym

There’s a pokestop in my apartment complex that randomly turned into a gym yesterday. Has anyone heard of this or seen it happen before? Would it have been submitted to be manually changed by a player or did it happen on its own? It’s in the same location and has the same name and picture, so weird.
