Withdrawals are Locked

Guys, idk if it's just me or everyone is facing this.. I recovered my xeggex account but as I try to withdraw my coins, the option of withdraw doesn't work and besides it says "withdrawals are locked" Any idea what's going on or how I can tackle it?
