Bottleneck?

I'm having some issues with stuttering I mostly play high fps shooters like csgo, Valorant, overwatch. I get anywhere between 200-360 fps. I have a 4080 super with a i7 12700k is it bottlenecking I see pretty high usage on certain cores and I'm wondering if I should get a used 14700k that's unused for 200bucks in my area or if it's even worth upgrading or going to a 9800x3d in the future but it's an expensive platform upgrade
