My laptop cant detect external hard drives

I have this problem with my laptop, it cant detect external hard drives. I have tested 2 different external hard drives I cant remember the first ones name but it worked on my other pcs. now I have a WD blue western digital hard drive connected to my pc with a sata to USB. I have done the normal stuff like switching the power settings and reinstalling the (USB to sata) cable driver but non of that works. my PC is a HP pavilion laptop (GTX 1050 version) installed with windows 10 but updated to windows 11 can anyone help
