Login trouble from a different country

So I'm from Ireland and I can't get logged into my PayPal as I've forgotten my password. I'm now living in Canada and I no longer have my Irish phone number so I cannot change my password with two step verification. On the PayPal website it seems like the only way I can use the messenger is if I am logged into my account? Any suggestions please? Thank you!
